16.11—Written decision.
(a)
The hearing official will issue a written opinion no later than 60 days after the hearing.
(b)
The written opinion must include:
(1)
A statement of the facts presented to demonstrate the nature and origin of the alleged debt;
(2)
The hearing official's analysis, findings, and conclusions;
(3)
The amount and validity of the debt; and
(4)
The repayment schedule, where appropriate.
