1335.6—Strategic plan.
A strategic plan shall—
(a)
Be a multi-year plan that identifies and prioritizes the highway safety data and traffic records needs and goals based upon an assessment;
(b)
Identify performance-based measures by which progress toward those goals will be determined; and
(c)
Be submitted to the coordinating committee for approval.
