        (a) In general.
         The regulations contained in this part relate to commerce in explosives and implement Title XI, Regulation of Explosives (18 U.S.C. Chapter 40; 84 Stat. 952), of the Organized Crime Control Act of 1970 (84 Stat. 922), Pub. L. 103-322 (108 Stat. 1796), Pub. L. 104-132 (110 Stat. 1214), and Pub. L. 107-296 (116 Stat. 2135).
     
    
        
        (b) Procedural and substantive requirements.
         This part contains the procedural and substantive requirements relative to:
     
    
        
        (1) 
         The interstate or foreign commerce in explosive materials;
     
    
        
        (2) 
         The licensing of manufacturers and importers of, and dealers in, explosive materials;
     
    
        
        (3) 
         The issuance of permits;
     
    
        
        (4) 
         The conduct of business by licensees and operations by permittees;
     
    
        
        (5) 
         The storage of explosive materials;
     
    
        
        (6) 
         The records and reports required of licensees and permittees;
     
    
        
        (7) 
         Relief from disabilities under this part;
     
    
        
        (8) 
         Exemptions, unlawful acts, penalties, seizures, and forfeitures; and
     
    
        
        (9) 
         The marking of plastic explosives.
