(a)
The failure of the NLRB to include in this part any provision of the Federal Collections Claim Standards (FCCS), 31 CFR chapter IX parts 900-904, does not prevent the NLRB from applying these provisions.
(b)
A debtor may not use the failure of the NLRB to comply with any provision of this part or of the FCCS as a defense.
