233.23—When assistance shall be paid under retrospective budgeting.
        
        (a) 
         A State which uses retrospective budgeting shall specify in its plan that it will make assistance payments within the following time limits to recipients who file a completed report on time, and to those who are not required to file a report. A State shall choose one of two time periods for making assistance payments. The State plan shall provide that payment must be made:
    
    
    
    
        
        (b) 
        
        (1) 
         Where a State makes payments between 25 and 45 days from the close of the budget month, the State plan shall provide that the State will make supplemental payments as provided in  § 233.27.
    
    
        
        (2) 
         If a State makes payments within 25 days from the close of the budget month, and also makes supplemental payments as provided in  § 233.27, the State plan shall so specify.
    
    
        
        (c) 
         In States which issue two checks for each payment month, these time periods apply to the first check.
