INSTRUCTIONS: ARKANSAS TEXARKANA EMPLOYEE'S WITHHOLDING EXEMPTION CERTIFICATE (Form AR4EC(TX))

Permanent residents of Texarkana, Arkansas are exempt from that state's individual income tax. Additionally, permanent residents of Texarkana, Texas are exempt from Arkansas individual income taxes on business income from Texarkana, Arkansas. In either case, to confirm that you are exempt from withholding tax, a form AR4EC(TX) should be filed. This document can be obtained from the website maintained by the Arkansas Department of Finance and Administration. Even when this kind of exemption is obtained, an Arkansas Individual Income Tax return must be filed if they would be required to do so even without the exemption.
