9-554. License required before construction A. A new industrial gas pipeline shall not be constructed within any incorporated city or town or within the unincorporated area of a county before a license is issued as provided in this article. B. A licensing authority may terminate a license according to its terms and conditions if a license holder is in default under the license. |
