52750.  There is hereby established the Physical Education
Specialist Program, to be administered by the State Department of
Education, for the purpose of providing funding to school districts
to maintain a physical education specialist program. The department
shall establish criteria for the selection of the applicant school
districts to participate in the program. School districts that are
selected to participate shall be required, as a condition for the
receipt of funding, to comply with all of the requirements prescribed
by this article. Each school district participating in the program
shall be eligible to receive a one-time grant in the amount of one
thousand dollars ($1,000) for each elementary school served by a
physical education specialist. Program funds shall be used for the
purchase of equipment necessary for an elementary school physical
education program. Each program participant shall be required to
certify that funding shall only be used for elementary schools in the
district that are served by physical education specialists.




52751.  (a) The governing board of each school district maintaining
an elementary school that elects to participate in the program shall
employ persons holding certification qualifications as physical
education specialists. Persons employed as physical education
specialists shall be the holders of a single subject teaching
credential authorizing instruction in physical education.
   (b) Physical education specialists shall be responsible for the
development of physical education instructional programs and
activities and the provision of direct instructional services to
pupils in furtherance of the district's physical education programs,
including all of the following:
   (1) The delivery of elementary school physical education programs
meeting the minimum instructional time requirements prescribed by
subdivision (g) of Section 51210.
   (2) The delivery of elementary school physical education programs
in accordance with model curriculum and program guidelines prescribed
by the State Department of Education.
   (3) The delivery of a comprehensive elementary school physical
education program, including, but not limited to, physical fitness
activities, games, sports, basic movement, and nutrition and health
programs.



52752.  The maximum ratio of physical education specialists to
elementary schools participating in the program shall be one physical
education specialist for every two elementary schools in the
district.


52753.  The State Department of Education shall prescribe criteria
for the evaluation of the effectiveness of each school district
participating in the program. The evaluation shall include the
assessment of elementary school pupils in grades 3 to 6, inclusive,
in participating elementary schools prior to and following the
establishment of elementary school physical education programs under
the program, based upon the results of the Physical Best Fitness
Performance Test.
