14720.  There is hereby created within the Department of General
Services the General Services Advisory Council. The council shall be
composed of not to exceed 12 members who shall be state officers or
public members appointed by the Director of General Services with the
advice of agency administrators and department heads and who shall
serve at the pleasure of the director. The Director of General
Services shall serve as chairman of the council. The council shall be
under the direction of the director and shall be wholly advisory in
character and shall not be delegated any administrative authority or
responsibility.


14721.  The functions of the council shall include but not be
limited to:
   (a) Consideration of improved methods of providing centralized
services.
   (b) Consideration of suggestions from the Department of General
Services before new programs or procedures are placed in operation.
   (c) Consideration and development of practical solutions to
problems received from state agencies relating to centralized
services.
   (d) Development of support of statewide standards and policies
created by mutual agreement of the Department of General Services and
state agencies.



14722.  The council shall serve as an advisory body and make
recommendations to the Department of General Services. The members of
the council shall serve without compensation but shall be reimbursed
for any actual and necessary expenses incurred in connection with
the performance of their duties under this chapter.



14723.  The Director of General Services may create special advisory
committees to advise the director with regard to specific problems
which may arise in providing centralized services to state agencies.
The director shall appoint the members thereof and they shall serve
at his pleasure. He shall also designate the chairman and vice
chairman thereof. The committees shall be under the direction of the
director and shall be wholly advisory in character and shall not be
delegated any administrative authority or responsibility. Members of
such committees shall serve without compensation, but shall be
reimbursed for any actual and necessary expenses incurred in
connection with the performance of their duties under this section.
   Such committees shall act only in an advisory capacity for the
purpose of discussing specific problems relating to providing
centralized services and making recommendations in regard thereto to
the director.
