      Sec. 13a-79c. Federal assistance for early acquisition of rights-of-way. The 
Commissioner of Transportation is authorized to request the United States Secretary of 
Transportation to advance funds, without interest, to the state for early acquisition of 
property when the need for such early acquisition meets the rules and regulations prescribed by said Secretary of Transportation and may use such funds for the acquisition 
of rights-of-way, including the net cost to the state of property management, if any, 
and related moving and relocation payments authorized by state or federal statute or 
regulation.
