      Sec. 14-111h. Definitions applicable to driver license agreement. As used in 
sections 14-111h to 14-111q, inclusive, the following terms and their derivatives shall 
have the following meanings:
      (1) "Administrative action" means a final determination by a duly authorized administrative agency that a person has violated laws related to the operation of a motor 
vehicle, or that a person is incapable of safely operating a motor vehicle;
      (2) "Citation" means any summons, complaint or other official document issued to 
a person by a duly authorized law enforcement officer or judicial official for any violation 
relating to conduct to be reported under the driver license agreement;
      (3) "Conviction" shall have the meaning stated in section 14-1 and shall include a 
judgment by default, or in absentia;
      (4) "Driver control record" means the driving history record maintained by the 
jurisdiction of record in accordance with the driver license agreement;
      (5) "Failure to comply" means failure to appear or to answer a citation in the manner 
required by law or the failure to pay fines, penalties or costs related to the disposition 
of the violation for which the citation has been issued;
      (6) "Identification card" means a nondriver identity card issued in accordance with 
the provisions of section 1-1h;
      (7) "Jurisdiction" means a state, territory or possession of the United States, the 
District of Columbia, a territory or province of Canada or any state of the Republic of 
Mexico or the federal district of Mexico;
      (8) "Jurisdiction of record" means the jurisdiction that has issued the last driver's 
license to a person or if the person has not been issued a driver's license, the jurisdiction 
of the person's most current address, as shown on the citation, or record of conviction 
or on any associated report;
      (9) "License", "driver's license" or "operator's license" means an authorization or 
privilege to operate a motor vehicle in accordance with the laws of a jurisdiction that 
is recognized by all member jurisdictions;
      (10) "Licensing authority" means the official organization or entity responsible for 
administering the driver licensing laws of a member jurisdiction, and with reference to 
this state, means the Commissioner of Motor Vehicles;
      (11) "Member jurisdiction" means a jurisdiction that has entered into the driver 
license agreement; and
      (12) "Withdrawal" means the suspension, revocation, cancellation or denial of a 
license or motor vehicle registration or of the privilege to operate a motor vehicle or to 
obtain a license or registration.
