      Sec. 14-163a. Driving on ice. Any person who drives any motor vehicle on the 
frozen surface of any public body of water shall have committed an infraction. The 
presence of any motor vehicle on any such frozen surface shall be prima facie evidence 
of a violation of this section. This section shall not apply to motor vehicles owned and 
being used by or being operated pursuant to a contract with governmental agencies or 
owned and being used by an educational institution.
