      Sec. 22a-233. Solid waste account. Annual report. (a) There is established and created an account to be known as the "solid waste account". The solid waste account shall be an account of the Environmental Quality Fund. Notwithstanding any provision of the general statutes to the contrary, any revenue collected in accordance with section 22a-232 shall be deposited in the Environmental Quality Fund and credited to the solid waste account. Any balance remaining in said account at the end of any fiscal year shall be carried forward in said account for the fiscal year next succeeding.

      (b) The account shall be used by the Commissioner of Environmental Protection to carry out the provisions of this section and sections 22a-193, 22a-208, 22a-237 and 22a-240a, including but not limited to, the following: (1) Pollution prevention, (2) stack testing for dioxin and furan emissions, (3) preoperational and postoperational testing for dioxin and furans in the ambient air, soil, surface waters and biota in the area of existing or proposed resources recovery facilities, (4) residue testing, (5) leachate testing for dioxins and furans at resources recovery residue disposal sites, (6) inspection and enforcement, (7) operator and inspector training, and (8) staffing necessary to carry out such activities. Payments from the account shall be made by the Treasurer upon authorization of the commissioner.

      (c) On or before the second Wednesday after the convening of each regular session of the General Assembly, the Commissioner of Environmental Protection shall submit a report to the joint standing committee of the General Assembly having cognizance of matters relating to the environment which sets forth, for the year ending the preceding June thirtieth, the amount of income to and the expenditures from the account and such other information as may be available to the commissioner concerning the status of the account for the year covered by the report and for future fiscal years.

(b) by deleting general reference to monitoring resources recovery facilities and substituted in lieu thereof specific references to Secs. 22a-193, 22a-237 and 22a-240a and added Subsec. (b) to include expenses of the commissioner related to activities conducted pursuant to Sec. 22a-208 and all staffing necessary to carry out all of the activities enumerated in this section in the allowable uses to which the solid waste fund may be put; P.A. 94-130 changed name of fund from "Solid Waste Fund" to "solid waste account", amending Subsec.
