Sec. 5-219a. Volunteer experience considered. Analysis of personnel hirings.
(a) It shall be the policy of all state agencies to consider volunteer experience as partial
fulfillment of training and experience requirements for state employment. The Commissioner of Administrative Services shall adopt regulations in accordance with the provisions of chapter 54 to implement such policy.
(b) Each state agency shall include an analysis of personnel hirings for the preceding
year in its annual report to the Governor. Such report shall indicate the extent to which
volunteer experience was taken into account in determining the qualifications of applicants for state employment.
