Sec. 8-416. Regulations. The commissioner may adopt regulations in accordance
with chapter 54 to carry out the purposes of section 8-415 and this section. Such regulations may establish additional terms and conditions for loans and may include provisions
for giving priority to loans for low or moderate income persons.
