   46-7-33.    Proceedings before commission generally; appeal from orders 
      In  all respects in which the commission has power and authority under this  article, proceedings may be instituted, complaints made and filed with  it, process issued, hearings held, and opinions, orders, and decisions  made and filed. Any final order of the commission may be reviewed by any  court of competent jurisdiction under the conditions and subject to the  limitations prescribed by law which relate to the commission.
