        30.10  POWERS OF LOCAL EMERGENCY PLANNING
      COMMITTEES.
         The local emergency planning committee appointed by the commission
      for each local emergency planning district has the powers necessary
      to carry out the functions and duties specified in state law and the
      Emergency Planning and Community Right-to-know Act.
