        462A.3  POWERS AND DUTIES OF COMMISSION.         The commission is hereby vested with the power and is charged with      the duty of observing, administering and enforcing the provisions of      this chapter.         The commission may adopt and enforce rules under chapter 17A as      necessary to carry out this chapter and to protect private and public      property and the health, safety, and welfare of the public.  In      adopting rules, the commission shall give consideration to the      various uses to which they may be put by and for public and private      purposes, the preservation of each body of water, its bed, waters,      ice, banks, and public and private property attached thereto, and the      need for uniformity of rules relating to the use, operation, and      equipment of vessels and vehicles.
