        663.11  ISSUANCE ON JUDGE'S OWN MOTION.         When any court or judge authorized to grant the writ has evidence,      from a judicial proceeding before the court or judge, that any person      within the jurisdiction of such court or officer is illegally      restrained of the person's liberty, such court or judge shall issue      the writ or cause it to be issued, on the court's or judge's own      motion.
