        123.14  BEER, WINE, AND LIQUOR LAW ENFORCEMENT.
         1.  The department of public safety is the primary beer, wine, and
      liquor law enforcement authority for this state.
         2.  The county attorney, the county sheriff and the sheriff's
      deputies, and the police department of every city, and the alcoholic
      beverages division of the department of commerce, shall be
      supplementary aids to the department of public safety.  Any neglect,
      misfeasance, or malfeasance shown by any peace officer included in
      this section shall be sufficient cause for the peace officer's
      removal as provided by law.  This section shall not be construed to
      affect the duties and responsibilities of any county attorney or
      peace officer with respect to law enforcement.
         3.  The department of public safety shall have full access to all
      records, reports, audits, tax reports and all other documents and
      papers in the alcoholic beverages division pertaining to liquor
      licensees and wine and beer permittees and their business.
