        123.161  INDEPENDENT AUTHORIZATION.
         This division provides an independent method for the carrying out
      of a project and for the sale and issuance of revenue bonds and notes
      without reference to any other statute and is not subject to the
      provisions of any other law relating to the issuance of bonds.
