138.9 - LIBERAL RULES TO PREVAIL.

        138.9  LIBERAL RULES TO PREVAIL.
         Technical errors in the proceeding or failure to observe the
      technical rules of evidence shall not constitute grounds for reversal
      of any decision unless it shall appear to the reviewing court that
      such error or failure materially affects the rights of any party and
      results in substantial injustice to any interested party.
