        159.9  PUBLICATION AND DISTRIBUTION OF RULES.
         A sufficient number of pamphlets setting forth the statutes and
      rules of the department shall be published from time to time to
      supply the various needs for the same and shall be furnished to any
      resident of the state upon request.
