        166A.2  SHEEP DEALER'S LICENSE.
         Any person engaged as a dealer shall be required to obtain a
      license from the department.  The fee for such license shall be five
      dollars per year and all licenses shall expire on the first day of
      July following date of issue.  Licenses shall be numbered and the
      dealer shall retain the number from year to year.
         Applications for licenses shall be made upon blanks furnished by
      the department.
         For good and sufficient grounds the department may refuse to grant
      a license to any applicant, and it may also revoke a license to any
      applicant for a violation of any provision of this chapter, or for
      the refusal or failure of any licensee to obey the lawful directions
      of the department.
         Any person who is licensed as a sheep dealer under chapter 172A
      shall be exempt from this section.
