215.3 PAYMENT BY PARTY COMPLAINING.
If an inspection is made upon the complaint of a person other than
the owner of the commercial weighing and measuring device, and upon
examination the commercial weighing and measuring device is found by
the department to be accurate for commercial weighing and measuring,
the inspection fee for such inspection shall be paid by the person
