        216.21  DOCUMENTS TO ATTORNEY OR PARTY.
         If a party is represented by an attorney during the proceedings of
      the commission, with permission of the attorney for the party or of
      the party, the commission shall provide copies of all relevant
      documents including an order or decision to either the attorney for
      the party or the party, but not to both.
