        216A.2  APPOINTMENT OF DEPARTMENT DIRECTOR AND
      ADMINISTRATORS.
         The governor shall appoint a director of the department of human
      rights, subject to confirmation by the senate.  The department
      director shall serve at the pleasure of the governor.  The department
      director shall:
         1.  Establish general operating policies for the department to
      provide general uniformity among the divisions while providing for
      necessary flexibility.
         2.  Receive budgets submitted by each commission and reconcile the
      budgets among the divisions.  The department director shall submit a
      budget for the department, subject to the budget requirements
      pursuant to chapter 8.
         3.  Coordinate and supervise personnel services and shared
      administrative support services to assure maximum support and
      assistance to the divisions.
         4.  Identify and, with the chief administrative officers of each
      division, facilitate the opportunities for consolidation and
      efficiencies within the department.
         5.  In cooperation with the commissions, make recommendations to
      the governor regarding the appointment of the administrator of each
      division.
         6.  Serve as an ex officio member of all commissions or councils
      within the department.
         7.  Serve as chairperson of the human rights
      administrative-coordinating council.
         8.  Evaluate each administrator, after receiving recommendations
      from the appropriate commissions or councils, and submit a written
      report of the completed evaluations to the governor and the
      appropriate commissions or councils, annually.
         The governor shall appoint the administrators of each of the
      divisions subject to confirmation by the senate.  Each administrator
      shall serve at the pleasure of the governor and is exempt from the
      merit system provisions of chapter 8A, subchapter IV.  The governor
      shall set the salary of the division administrators within the ranges
      set by the general assembly.
