        222.5  PREADMISSION DIAGNOSTIC EVALUATION.
         No person shall be eligible for admission to a resource center or
      a special unit until a preadmission diagnostic evaluation has been
      made by a resource center or a special unit which confirms or
      establishes the need for admission.
