        226.42  EMERGENCY POWERS OF SUPERINTENDENTS.
         In case the mental health institutes lose contact with the
      statehouse, due to enemy action or otherwise, the superintendents of
      the institutes are hereby delegated the following powers and duties:
         1.  May collect moneys due the state treasury from the counties
      and from responsible persons or other relatives, these funds to be
      collected monthly, instead of quarterly, and to be deposited for use
      in operating the institutes.
         2.  The superintendent shall have the power to requisition
      supplies, such as food, fuel, drugs and medical equipment, from any
      source available, in the name of the state, with the power to enter
      into contracts binding the state for payment at an indefinite future
      time.
         3.  The superintendent shall be authorized to employ personnel in
      all categories and for whatever remuneration the superintendent deems
      necessary, without regard to existing laws, rules or regulations, in
      order to permit the institute to continue its old functions, as well
      as meet its additional responsibilities.
