        234.1  DEFINITIONS.
         As used in this chapter, unless the context otherwise requires:
         1.  "Administrator" means the administrator of the division.
         2. a.  "Child" means either a person less than eighteen
      years of age or a person eighteen or nineteen years of age who meets
      any of the following conditions:
         (1)  Is in full-time attendance at an accredited school pursuing a
      course of study leading to a high school diploma.
         (2)  Is attending an instructional program leading to a high
      school equivalency diploma.
         (3)  Has been identified by the director of special education of
      the area education agency as a child requiring special education as
      defined in section 256B.2, subsection 1.
         b.  A person over eighteen years of age who has received a
      high school diploma or a high school equivalency diploma is not a
      "child" within the definition in this subsection.
         3.  "Division" or "state division" means that division of
      the department of human services to which the director has assigned
      responsibility for income and service programs.
         4.  "Food assistance program" means the benefits provided
      through the United States department of agriculture program
      administered by the department of human services in accordance with 7
      C.F.R. pts. 270--283.
         5.  "Food programs" means the food stamp and donated foods
      programs authorized by federal law under the United States department
      of agriculture.
