234.25 - LANGUAGE TO BE USED.

        234.25  LANGUAGE TO BE USED.
         In all cases where the recipient does not speak or read the
      English language, the services shall not be given unless the
      interviews shall be conducted in, and all literature shall be written
      in, a language which the recipient understands.
