        257B.6  SALE WITHOUT APPRAISEMENT.
         When the county board of supervisors has once offered for sale
      school lands held under section 257B.1A in compliance with the
      requirements of this chapter, and they remain unsold, and it is
      unable to obtain the appraised value of the lands and, in the opinion
      of the board, it is for the best interests of the permanent school
      fund that the lands be sold for a less price, it may instruct the
      auditor to transmit to the secretary of state a certified copy of its
      proceedings in relation to the order of sale of the land and
      subsequent proceedings in relation to the sale, including the action
      of the township trustees, and the price per acre at which the land
      had been appraised.  The secretary of state shall submit the
      transcript of the proceedings to the executive council; and if it
      approves of a sale at a less sum, it shall certify the approval to
      the auditor of the county from which the transcript came.  The
      certificate shall be recorded in the minute book of the board of
      supervisors, and the land may again be offered and sold to the
      highest bidder without again being appraised, after notice given as
      in case of sales in the first instance.
