        257C.4  IOWA ADVANCE FUNDING AUTHORITY.
         The Iowa advance funding authority is created.  It is a public
      instrumentality and agency of the state exercising public and
      essential governmental functions, established for the purposes of
      reducing the cash flow difficulties faced by Iowa schools, improving
      the financial procedures of Iowa schools, and reducing the short-term
      borrowing costs of Iowa schools.
