Article 45.--AID TO INDIGENT DEFENDANTS

      22-4523.   Same; additional powers.The state board of indigents' defense services may:

      (a)   Accept the services of volunteer workers and consultants at no compensationother than reimbursement of actual and necessary expenses;

      (b)   prepare and publish statistical and case studies and other data pertinentto the legal representation of indigent persons;

      (c)   conduct programs having a general objective of training and educatingattorneys and other persons who are involved in the legal representationof indigent persons;

      (d)   appoint public defenders and provide for the establishment and staffingof public defender offices;

      (e)   enter into contracts pursuant to competitive bids or by negotiation,as determined and administered by the board, with one or more attorneysor professional corporations providing legal services, or any combinationthereof, to provide for legal defense services for indigent persons, andno such contract shall be subject to the provisions of K.S.A.75-3739 and amendments thereto;

      (f)   enter into contracts with cities or counties to provide, at the expenseof the city or county, for the defense of misdemeanors or other defenseservices required to be provided at public expense;

      (g)   provide technical aid and assistance to counsel providing legal representationto indigent persons, including assistance on appeals; and

      (h)   accept and expend governmental and private grants.
