24-613. Hearing of objections to report of engineer; notice;filing of report.Within ten days after the filing of the report of the engineer asprovided by K.S.A. 24-609 with the chairman of theboard of supervisors of the drainage district the chairman of said boardshall call a meeting at some public place in the county, in which thesaid district was organized, at which meeting the said board shall fixthe time and place in said county not more than fifty nor not less thanforty days from the day of said meeting for the hearing of allobjections to the report of said engineer, and to the classification ofthe lands and other property therein, and all objections made by theowner or owners of any land, property, easement or franchise upon whichthe said engineer proposes an assessment for benefits as to whether thesaid classification is fair and just, and as to whether the saidproposed assessment of benefits exceeds the benefits derived to theirrespective lands, and property from the said drainage improvements andall other matters and things connected with the proposed classificationand assessment of benefits, in any way affecting said lands andproperty.
The said board of supervisors shall give notice thereof by causing apublication to be given once a week for two consecutive weeks, in somenewspaper published in each county in the district, the last publicationto be at least ten days before the day set for the hearing. It shall notbe necessary in said notice for the said board of supervisors to namethe parties interested and it shall be sufficient to say:
"Notice is hereby given to all parties interested in the followingdescribed lands and property in ________ county, Kansas (here describethe lands and property) included within (here insert name of drainagedistrict) that the engineer heretofore appointed to make a topographicalsurvey of said drainage district and maps and profiles thereto, and acomplete plan for draining, reclaiming and protecting said district andan estimate of the cost of the proposed drainage improvements and toassess benefits to the property and lands in said drainage district andto classify the same, filed his report with the board of supervisors of(here insert the name of the drainage district) on the ______ day of________, 19__, and you and each of you are hereby notified thatyou may file objections to said report within the time fixed by law.______________
Chairman of Board of Supervisorsof Drainage District Number ______of ______ County, Kansas."
A copy of the above notice fixing the time and place of said hearingtogether with a resolution adopting the same shall be spread on therecords of the board. The said reports of the engineer shall be spreadat large on the minutes of the proceedings of the board of supervisorsof said drainage district, and the maps and profiles shall be placed onfile with the secretary of said board where all persons interested mayhave access to the same.
