Article 11.--ADVANCE VOTING

      25-1130.   Advance voting; ballots for question submitted election; form andinstructions; envelopes; procedures.Advance voting ballots for questions submitted in statewidecounty electionsshall be prepared by election officers according to such form as isspecified by the secretary of state. The secretary of state shall specifythe form of advance voting ballots for questions submitted insuch detail as the secretarydeems appropriate. Political party designation of the voter shall notappear on such ballots. Such ballots shall be prepared and transmitted atthe same time as other advance voting ballots.

      The secretary of state shall prescribe voting instructions to accompanyevery question submitted advance voting ballot, and when thequestion submittedelection is also a primary or general election, such instructions may becombined with other instructions to voters. The secretary of state shallprescribe the form of advance voting ballot envelopes to beused when only aquestion submitted is to be voted upon. Advance voting ballotsfor questionssubmitted shall bear the same serial number as the advancevoting ballot envelopeused for transmission thereof.

      Forms of advance voting ballot, ballot envelope and voterinstructions inquestion submitted elections which are not statewide shall be prescribed bythe county election officer in charge of such election, in conformity withany applicable provisions of law and, as nearly as practicable, inconformity with forms prescribed by the secretary of state for statewideelections.

      Advance voting ballots for questions submitted shall becast, counted,tabulated, canvassed and handled in the same manner as otheradvance votingballots. Votes of advance voting voters may be challenged orobjected to inquestion submitted elections in the same manner as in other elections.
