Ballot distribution in times of disasters oremergencies.The secretary of state may designate temporary alternativemethods for the distribution of ballots in cases of war, natural or man-madedisasters, equipment failures or other emergency conditions or circumstanceswhich make it impossible for voters in a voting area to obtain ballots asprovided by law.
