Article 1.--FIRE SAFETY AND PREVENTION

      31-146.   Mandatory provisions of regulations governingtransportation of liquid fuels; how inspections performed.The rules and regulations promulgated by the state fire marshal fortransporting liquid fuel shall require that the vehicles used in suchtransportation be inspected by qualified inspectors sufficiently often toinsure operation with maximum safety, and the operator of any such vehiclewhich is subject to the jurisdiction of the state corporation commissionshall file with the commission copies of all such inspector's clearancereceipts for such vehicles. The inspections required herein shall beperformed by inspectors in the state fire marshal's office, except that thestate fire marshal may issue a private inspector's permit to any personhaving registered in his name in this state one (1) or more vehicles usedfor transporting liquid fuel, if such person maintains inspectionfacilities and personnel qualified to perform the inspection to thesatisfaction of the state fire marshal's office.
