      32-982.   Application; procedure.(a) Except as otherwise provided by law, any person may secure a license,permit, stamp or other issue of the department upon application to anycounty clerk in this state, to a person appointed pursuant to K.S.A. 32-985 orto the secretary or the secretary's designee and payment ofthe fee prescribed by law or pursuant to K.S.A. 32-988.
