Chapter 39.--MENTALLY ILL, INCAPACITATED AND DEPENDENT PERSONS; SOCIAL WELFARE
Article 7.--SOCIAL WELFARE

      39-7,107.   Transitional service component of KanWork.(a) Within the limits of appropriations therefor and tothe extent allowed under any applicable federal law or rule and regulationadopted pursuant thereto, the secretary shall provide the transitionalservice component of the KanWork program to facilitate public assistancerecipient movement toward self-sufficiency and employment retention.

      (b)   Transitional services shall include, but not be limited to, thefollowing:

      (1)   Child care. Except as otherwise provided in this subsection (b)(1),extended child care services shall be provided for a maximum of six monthsafter a participant becomes employed and is no longer eligible for childcare services under subsection (b) of K.S.A. 39-7,106, andamendments thereto, if such services are needed to assist in employmentretention. The secretary may adopt rules and regulations to extend child careservices beyond such six-month period if such extension is consistent withthe purposes of the KanWork program. The participant receiving suchservices shall contribute to the payment for such services through asliding fee scale based upon ability to pay established by rules andregulations of the secretary.

      (2)   Medical care. Extended medical care services shall be provided fornot to exceed 24 months after a participant becomes employed and isno longereligiblefor cash assistance unless the participant is otherwise covered by healthbenefits. The participant covered for such servicesshall contribute tothe payment of the cost for such coverage asestablished annually by the secretary by rules and regulations. The secretary shall seek a waiver from the federal department of health andhuman services to allow federal matching funds for extended medical careservice coverage beyond that currently allowed by federal law.

      (3)   Transportation assistance. Transportation expenses in the monthlyamount established by the secretary under subsection (b) of K.S.A.39-7,106, andamendments thereto, may be continued for six months after a participantbecomes employed and is no longer eligible for transportation expensesunder subsection (b) of K.S.A. 39-7,106, and amendments thereto, ifsuch transportation expenses are needed to assist in employment retention. Theamount of such transportation expenses under this subsection (b)(3) may bereduced in accordance with rules and regulations of the secretary.

      (4)   Special needs allowances. The secretary may provide participantsspecial one-time allowances for clothing or uniform requirements, carrepairs, special tools, books or other special need costs which arebarriers to employment and which are not otherwise covered at the time whenthe participant becomes employed.

      (c)   Nothing in the KanWork act shall be construed to preclude a participanttransitioning from the KanWork program toward self-sufficiency andemployment retention from utilizing existing state or federal assistanceprograms.
