      46-258.   Hearings by commission; limitations on oral evidence; rightsof parties; open to public.At any hearing held by the commission: (a) Oral evidence shall be takenonly on oath or affirmation.

      (b)   Each party shall have these rights: To be represented by legalcounsel; to call and examine witnesses; to introduce exhibits; and tocross-examine opposing witnesses.

      (c)   The hearing shall be open to the public.
