      46-259.   Record of commission's investigations, inquiries andproceedings; confidentiality of records, complaints, documents andreports; release of information or material to prosecutor; report of criminallaw violations; publicrecords; classification of certain violations as crimes.The commission shall maintain a record of its investigations, inquiries,and proceedings. All records, complaints, documents, reports filed withor submitted to or made by the commission, and all records andtranscripts of any investigations, inquiries or hearings of thecommission under this act shall be confidential and shall not be open toinspection by any individual other than a member of the commission, anemployee of the commission, or a state officer or employee designated toassist the commission, except as otherwise specifically provided in thisact. The commission may, by adoption of a resolution, authorize therelease to the attorney general of any information, records, complaints,documents, reports, and transcripts in its possession material to anymatter pending before the attorney general. In addition the commission shallnotify the attorney general of any apparent violation of criminal law, otherthan laws administered by the commission, discovered during the course ofany investigation conductedby the commission. All matters presented at a public hearing of the commissionand all reports of the commission stating a final finding of factpursuant to K.S.A. 46-262 shall be public records and open topublic inspection.

      Violation of any provision of this section or the confidentialityprovision of K.S.A. 46-256 is a class B misdemeanor.
