Chapter 47.--LIVESTOCK AND DOMESTIC ANIMALS
Article 12.--DISPOSAL OF DEAD ANIMALS

      47-1211.   Disposal of carcasses and refuse;requirements; release of portions of carcasses.(a) The operator of a licensed disposal plant shall dispose of thecarcassesof domestic animals or packinghouse refuse by complying with thefollowing standards and requirements:

      (1)   The skinning and dismemberingof carcasses of domestic animals shall be performed within the buildingwhere the carcasses are processed;

      (2)   the cooking vats or tanks shallbe airtight, except proper escape for live steam;

      (3)   steam shall be sodisposed of as not to be detrimental to public health or safety;

      (4)   thematerials not cooked or entirely consumed by burning within the plant,shall be disposed of:

      (A)   By burying to such a depth that no part of suchcarcass shall be nearer than three feet to the surface of theground, and shall be covered with quick-lime and with at least threefeet of earth; or

      (B)   in such manner as maybe prescribed by rules and regulations adopted by the commissioner;

      (5)   all carcasses of domestic animals or packinghouse refuse shall bedisposed of within 48 hours after delivery tothe disposalplant;

      (6)   all carcasses, parts thereof, or refuse under process formarketing shall not be permitted to come in contact with any part of thebuilding or the equipment used in connection with the unloading,skinning, dismembering and grinding of carcasses or refuse as originallyreceived at disposal plant;

      (7)   the cooking of materials shall be at atemperature of 212° F. (boiling point) for a period of 30minutes.

      (b)   The commissioner may issue a release for portions of carcasses ofdead animals which are uncooked, or which are cooked for a periodshorter than 30 minutes or at a temperature less than212° F.,or both. Such release requires thatthe products soreleased shall be identified by freely slashing and covering all exposedsurfaces of such products with an edible green dye or other suchsuitable substance as may be approved by the commissioner. Such productsshall otherwise meet therequirements of the Kansasfeeding stuffs statute, article 10 of chapter 2, Kansas StatutesAnnotated.
