      49-411.   Commencement of reclamation, when; grading.An operator shallcommence the reclamation of thearea of land affected by its operation contemporaneous with the surfacemining of that area in accordance with a plan ofreclamation required by the mined-land conservation and reclamation actand rules and regulations adopted pursuant thereto. Except as otherwiseprovided in the mined-land conservation and reclamation act or rules andregulations adopted pursuant thereto, grading shall be kept current withthe operation asrequired herein, and no permit or supplement to a permit shall be issuedif these practices are not current.
