      55-154.   Certification of compliance with statutes and rules and regulations.The operator or the operator's designated agent shall certifyin writing to the commission that all requirements of K.S.A. 55-151 andthe rules and regulations adopted pursuant to K.S.A. 55-152 have been compliedwith. The commission shall adopt rules and regulations to prescribe theprocedure for the designation by an operator of an agent.
