      58-4104.   Real estate appraisal board; establishment.(a) There is hereby established the real estate appraisalboard.

      (b)   The board shall consist of seven members appointed by the governor.At least one member of the board shall represent the general public, atleast two shall represent financial institutions and at leastthreeshall be real estate appraisers.Upon expiration of the terms of the firstmembers appointed to the board and thereafter: (1) No real estateappraisermember of the board shall be eligible to serve unless such member isa state certifiedor licensed appraiser; and (2) at least one appraiser member shall be acertified general real property appraiser.Any member representing the general public shall not be affiliated withany financial institution orin the practice of real estate appraising.

      (c)   Members of the board shall serve for terms of three years exceptthat, of the members first appointed to the board, two shall serve forterms of two years and two shall serve for terms of one year, as designatedby the governor. Upon expiration of a member's term, the member shallcontinue to hold office until the appointment and qualification of asuccessor. No person shall serve as a member of the board for more than twoconsecutive terms.

      (d)   The governor may remove a member of the board for cause.

      (e)   The board shall hold meetings and hearings in the city of Topeka orat such times and places as it designates, on call of the chairperson or onrequest of two or more members.

      (f)   The members of the board shall select a chairperson from among themembers to preside at board meetings.

      (g)   A quorum of the board shall be four members.

      (h)   Each member of the board shall be paid compensation, subsistenceallowances, mileage and other expenses as provided in K.S.A. 75-3223 andamendments thereto for attendance at any meeting of the board or anysubcommittee meeting authorized by the board.
