Article 1.--SECRETARY OF HEALTH AND ENVIRONMENT, ACTIVITIES

      65-163s.   Same; powers supplemental to other powers of the secretary;severability.(a) This act constitutes full and complete authority for thepurposes setout in this act, and no procedure or proceedings other than those requiredby this act shall be necessary for the performance of the provisionsthereof. The powers conferred by this act shall be in addition and supplementalto and not in substitution for, and the limitations imposed by this actshall not affect, the powers conferred on the secretary by any other law.

      (b)   The provisions of this act are severable, and if any provision, section,subsection, sentence, clause or phrase of this act, including, but notlimited to, the provisions relating to any of the sources of revenues forpayment of bonds authorized pursuant to this act are for any reason held tobe unconstitutional or otherwise invalid by any court of competentjurisdiction, such decision shall not affect the validity of the remainingportions of this act. The legislature hereby declares that it wouldhave passed this act and each provision, section, subsection, sentence,clause or phrase thereof irrespective of the fact that any one or more ofthe same are declared invalid.
