65-246. Same; other moneys available to local health departments; moneysnot included in determining local tax revenues.(a) Moneys available under this act for financial assistance to localhealth departments shall not be substituted for or used to reduce or eliminatemoneys available to local health departments from the federal governmentor substituted for or used to reduce or eliminate moneys available fromlocal tax revenues. Nothing in this act shall be construed to authorizea reduction or elimination of moneys available to local health departmentsfrom the federal government or to authorize the reduction or eliminationof moneys made available by the state to local health departments in additionto moneys available under this act.
(b) Moneys received by local health departments from fees charged forservices or one-time specialprojectgrants shall not be included in the sum of money which the local healthdepartment receives from local tax revenueswhen determining the amount such department will receive from statefinancial assistance pursuant to K.S.A. 65-242, and amendments thereto.
