      65-3301.   Statement of purpose.Because the pollution of waters constitutes a menace to public health,creates public nuisances, is harmful to wildlife, fish and aquatic life,and impairs domestic, agricultural, industrial, recreational and otherlegitimate beneficial uses of water; and since federal legislation providesincentives for state financial participation in the construction of publicwater pollution control facilities by increasing the portion of federal aidcontributed when the state also participates; the legislature herebydetermines that it is essential for the public health, safety and welfareof the state and the residents thereof and advantageous to state and localgovernment taxpayers to undertake a program to financially assist theconstruction of public facilities to abate and prevent the pollution ofwater, such program to be undertaken as a cooperative partnership withmunicipalities and with the United States government and agencies thereof.
