      68-164.   Same; approval of certainplans and specifications by secretary of transportation.No such lighting system or lighting service shall be commenced,contracted for or installed on any state or federal highway or anybridge thereon until all plans and specifications therefor have beensubmitted to and approved by the secretary of transportation.
